Because Pain's really cool? For me, it was these reasons:- (1) After a looooo.oooong time, we finally returned to good old Taijutsu-style fighting. There so many well-choreographed fight scenes between Pain and different villagers. Hand-to-hand combat is aesthetically so pleasing, and different from 'Fire-Style, Flood the city with Lava, alter Space-time dimension, massive Chakra-giant-ball no Justu'.
(2) It was excellent to see ordinary villagers not hesitating to defend their village, and gather as much intelligence about Pain's abilities as possible. There was this intellectual aspect, such as decoding Jiraya's code, finding the 5 millisecond gap, identifying Konan as separate from pain, finding out about Chakra Rods etc. All done by ordinary villagers and not some Elite Teams / Main characters.
(3) Loved seeing varying jutsus from different villagers, rather than sticking to just main characters and the main jutsus. That gigantic Hello Kitty torture device was hilarious. It is similar to Orochimaru invasion arc, where we saw all clans use their unique abilities. Personally the Pain arc was the best arc for me for a number of reasons. Spoilers abound, obviously. Before I begin, I must say, you would probably have to have been quite invested in the series for a lot of the things I describe below to hold true.
I like to group Sasuke vs Itachi, Jiraiya vs Pain, and Konoha (Naruto) vs Pain arcs together, for this reason: this was when Kishimoto cashed in on 90% of the chips he had accumulated up to that point. Let me explain. First you have Jiraiya, a fan favourite character (even more so, after his death) engaging in a pretty epic battle with a new villain. You have to understand; Jiraiya is a main character. What you get with that part is a well liked main character, that fans of the series have grown to like for years now, fighting someone pushing him to his absolute limit.

I'm sure I wasn't the only one thinking 'wow, Jiraiya is really giving it his all here. I've never seen him fight like this.' This is his final hour, and you can't help but root for him, especially as he brings out new stuff like Sage mode and Gamaken. So it brings a very strong emotional reaction when this main character actually loses to Pain, and not just loses, but is murdered in cold blood, despite how awesome he just was and how hard he tried. That emotional reaction is only possible because of the things Kishimoto has built up to throughout the series, mainly, the reader's relationship with Jiraiya.
As a result of this, the reader may want a character to avenge Jiraiya, namely Naruto, the one closest to him at the time, especially after his speech as he sank into the water. Sasuke vs Itachi is quite obvious so I don't need to elaborate very much. The whole Sasuke killing Itachi has loomed in the background of the series from day 1 as the thing Sasuke would get round to doing eventually but, all of a sudden, the moment has arrived and the reader finds himself a little pensive to see the outcome.
Remember that this is the Climax to Sasuke's character at this point; a lot of readers had gotten fed up with Sasuke's one track mind to avenge his family and finally, here it is, so people who like Sasuke and dislike him alike will pay attention. The battle happens, it's awesome as hell, and finally Itachi dies and proves himself to actually be a good guy, showing several things. First, the readers misconception about his is exposed which, eh, isn't really such a hard thing to pull of as a writer. Second, as everyone in the series had been telling him, revenge only made him feel worse and third, Itachi is even more awesome than you thought he was and the opposite is true for Sasuke.
Again, it might (depending on how invested you were in Sasuke's plot) cause quite the emotional reaction in the reader, one that wouldn't have been possible had Kishimoto not been hammering on those plot points since the series started. Also, an assload of character development for him. Finally, Part 3, or my favourite part. This is when it all comes together.
The focus is back on Naruto, and the reader is still reeling from the back to back super important arcs. Naruto finds out Pain killed Jiraiya, his master, the guy he's literally spent the most time with in his life. The way the scene plays out - especially in the anime - is in such a way that the reader inclined to feel what Naruto is feeling because Naruto isn't the only who spent a long time with Jiraiya; you have too, and you would like nothing better than to see Pain pay for his crimes. The reader probably feels sorry for Naruto as he goes about the sadness scene with everyone, and gives him a figurative pat on the back as he goes to train to learn Sage Mode.
You still dislike Pain (not as a character, but from a personal standpoint) but it is what it is. Suddenly, Pain catches everyone (yourself included) off guard.
Throughout the series, it's been very clear that Konoha had a lot of enemies, especially if you watched the. Filler in the anime.
Pain does something that you as a reader suppose is possible but isn't really in the realm of possibility because nobody is that stupid: he walks up to Konoha, on foot, and wrecks their shit. There is no intricate plot, no alliances, no betrayals or politics, no stealth (like, for example Obito's and Orochimaru's attempts). He just walks up, like a boss, and starts murdering people. This creates a situation that isn't all that common in other anime. Most other combat anime have the main characters either going from place to place, or never really focusing on their home after the initial introductions and first few arcs. In Naruto, on the other hand, Konoha is in constant focus.
They are always coming back there and doing stuff there, so the reader has grown accustomed to it and it creates a sense of comfort (which is only enhanced if you watched the fillers, which actually fill out their day to day lives there). Konoha is a constant in Naruto, and the concept of it getting completely annihilated, complete with the murder of it's citizens, is foreign to the reader. Stuff like that just doesn't happen, and yet, Pain does it. He murders main characters like Kakashi and Shizune BUT! An interesting thing that Kishimoto did (and a reason I group the three arcs together) is that with the Itachi and Jiraiya arcs prior, and because they were back to back (and technically, this current arc is too) Kishimoto has told the reader in no uncertain terms that he is absolutely not afraid to kill of main characters, so the reader has no real leg to stand on if he/she believes they will be revived.
This causes a sort of 'holy shit, they could actually be dead' feeling in him/her. Everything is happening so fast, and everything the reader has grown to know is crumbling around their feet! 'What will happen next?' Is the feeling, as you read/watch in rapt attention.
At this point, you absolutely want Pain to die, if not because you actually dislike him personally, but because the plot demands it. You can't just come up in here, do what you did and leave!
Finally Naruto arrives to see the destroyed Konoha and his reactions are excellent. He experiences the same things the reader experienced while he's away: the constant of Konoha destroyed, thousands of people murdered. He learns that Kakashi is dead as well - by the same man who killed Jiraiya as well - and finally see a new Naruto. A Naruto that hates. Yet another constant has been shattered: Naruto doesn't fight for revenge (and I know that may sound weird, but hear me out). There's always another reason that still makes Naruto seem like the paragon he is; protecting his ideals, protecting people, stuff like that. Here, however, it's plain to see (and he says as much himself later) that he just wants to kill Pain.
This is the man that has effectively taken (eh, not quite) everything away from him, and he wants to kill him for it. An epic battle ensues and Naruto is bested and about to be killed.
While the reader can believe that Kishimoto can kill off main characters, he/she isn't so gullible as to believe Kishi will actually kill off the protagonist. As you laugh in your 'you're not getting me with this buddy' sense of intelligence, your smile evaporates and your heart twists as you realise that Kishi isn't going for Naruto. He's going for the cutest, most liked female (at that point) in the entire show.
He's going for Hinata. I don't need to tell anyone why this should cause a huge emotional reaction in the reader, so I won't. Suffice to say, Naruto feels all these things as well. You, as well as he, knows that she stands no chance and is going to die and at that moment, and maybe even because people are dying all around him, he (like you) thinks it's very very possible that she might kick the bucket. This proves to be true (at the time). Another main character death to chalk up. In a scene that brought many a Naruto fan to tears, Pain commits his latest crime and 'kills' yet another person both you and Naruto care about.
At that point, all of the pent up rage from everything that Pain has done up to that point is released. He lets everything go, without a hint of restraint (Kishimoto even went as far as to show Naruto destroy the First Hokage's necklace to emphasise this point) he, for the first time, pours his full power on someone. It's (yet again) something that readers have always wanted to see, but not really wanted a situation where Naruto actually unleash it all. Naruto has been through shit and hasn't even gone past four tails; what would make him go past that is nothing short of a massacre of his. Well, pretty much what Pain did. Anyway, watching Pain getting smacked around like a legit rag doll (in the anime anyway) is one of the most cathartic things in the world. Whether or not the reader likes Pain as a character, they can't help but root for Naruto to kick the ever living shit out of him for all he has done.
Skipping the whole Minato thing, when all is said and done, Pain, or Nagato, isn't killed outright. Better - he has been brought to his knees, powerless and at Naruto's mercy. If it was cathartic before, it's downright sadistic now. He's a frail main hooked up to a machine that looks like he will die if he sneezes wrong. Konan is beside him like some kind of nursemaid to this sick man, and suddenly, the anger of both Naruto and the reader wavers.
Nagato tells both you and Naruto his tragic backstory, and suddenly, it becomes all too real. The cycle of hatred has been shown to the reader in the most intimate way possible: you participated in it. You blindly hated this man as he did terrible things without pausing to consider what terrible things might have happened to him. How far will this go? How many more lives have to be lost? Like a mystery writer, Kishimoto has brought you into the story's meta, and illustrated quite clearly why forgiveness, even for the most unbelievable of atrocities, is always an option.
It's a lesson the reader can take with them to the real world as well. Naruto eventually, to honor Jiraiya's wishes, legacy and a peaceful feature, takes the road less travelled: he acknowledges that he still hates Nagato for what he has done, but will not kill him for the sake of peace. Nagato's worldview has turned on it's head. Like the Joker, he believed that everyone will eventually succumb to hate, all it takes is 'one bad day'. To see someone actually reject the hate and choose peace was an impossibility to him, and he finally realises that if one person can do it, there is still hope for the world.
With this, he spends the last of his chakra and life force reviving everyone he killed in Konoha, and the reader, watching this scene plays out, has a lot to think about. All the elements of all three arcs, the tragedies and emotional roller coasters, mesh together to form what I believe forms Kishimoto's 3-for-the-price-of-one Cash-in mega arc.
He's put all of (most of) his chips on the table and told them to let it ride. This also why a lot of people consider the story after this to have gone downhill: he had to start from more or less scratch with plot threads, characters, etc because he spent it all here. By the way, I didn't talk about any. Shounen-centric things like how great the combat was, the jutsus were because, while awesome, I felt were besides the point.
I feel that Naruto Part 1 was a shounen overlayed with themes of interpersonal connections and bonds and Part 2 on the other hand, was a story about interpersonal connections and bonds overlayed with shounen themes. Thanks for reading.
Pain arc because against us there is no defense. But seriously I love obito and madara but Pain is as bad ass as it gets. He finally made naruto questioning the ability to believe it. Pain really made naruto realise not everyone can win and be happy. My favorite line is when he asks 'what of my village? Pains conviction was truly admirable and he treated his comrades very well in comparison to madara and obito. He really only lost to minato sealing magic.
Plus he makes bright ass orange hair look cool (maybe ichigo as well). I think the argument that I hear the most is 'It's such a deep arc!' Or 'It made the story much more mature!'
All it did was introduce us to these themes of cycle of hatred and the complexity of the world when it comes to seeking justice and revenge. But if the series can't tackle these themes properly, it just makes it worse. The reason the Pain arc is good for me is because Pain himself is a good villain, that has good motives and a backstory that makes his character feel like someone you can feel sympathy for. The other reason is because it gave closure to the story of Naruto in a sense.
This was the point where all his hard training had gotten him to. He overcame all the hardships and fulfilled his dream of becoming a hero and being acknowledged by everyone in the village. TL;DR: It's the simplicity rather than the complexity that makes the Pain arc good.
If you can do it well, it's deep. If you can't, it sounds condescending as hell. And it isn't done that well after the Pain arc, it kinda just starts to sound condescending after the Naruto's answer is literally just 'I'll find the answer'. Everything up until the end of that arc having to do with that stuff was actually kinda deep and true in the real world, and then it just became 'we all have to cooperate, that's how you do it'. It just makes you think 'well no shit, that's not what makes it hard'.
